Developing Valid Level 2 Evaluations
Collecting anecdotal information regarding training effectiveness is a start. However, to establish real credibility and prove value, you need to measure whether or not participants actually learned something. Unfortunately, measuring learning is not something many workplace learning and performance professionals do well. For example, WLP professionals uninformed in the art and science of test creation often develop questions that either contain obvious clues to the correct answer or are overly difficult and discourage participants from getting the right answer. Neither type question results in a knowledge test that is fair to both the participant and the organization – the overarching goal of any valid Level 2 evaluation. In this session, you will examine five overall guidelines for conducting Level 2 evaluations and seven test creation guidelines for developing knowledge tests that are fair. In addition, you will analyze common mistakes made by many workplace learning and performance professionals in developing multiple choice, true/false, fill in the blank and matching questions, and apply techniques for creating test questions that eliminate those mistakes and result in the development of valid Level 2 evaluations.

Learning Objectives

  1. Examine five overall guidelines for conducting Level 2 evaluations.
  2. Examine seven test creation guidelines.
  3. Develop scientifically sound multiple choice, true/false, fill in the blank and matching questions in order to create valid Level 2 evaluations.

Developing Valid Level 3 Evaluations
Knowing participant reaction to your learning program (Level 1 evaluation) and whether or not they learned anything (Level 2 evaluation) are both important. However, to establish real credibility and prove value, you need to measure whether or not participants actually applied back-on-the-job what they learned (Level 3 evaluation). Unfortunately, measuring on-the-job behavior change is not something many workplace learning and performance professionals have much experience with nor do very well. For example, WLP professionals uninformed in the art and science of survey design often develop assessments that produce results which are either misleading or invalid. In this session, you will examine four overall guidelines for conducting Level 3 evaluations, assess the common mistakes made by many workplace learning and performance professionals when creating Level 3 evaluations, and apply ten tips for creating valid Level 3 evaluations.

Ken Phillips is founder and CEO of Phillips Associates, a performance management and sales performance training, consulting and publishing company. He has more than 20 years experience designing learning instruments and assessments and has authored more than a dozen published instruments. He also regularly speaks to ASTD groups and university classes and has spoken at the ASTD International Conference the past three years on topics related to measuring and evaluating learning. Ken earned the CPLP credential in 2006 as a pilot pioneer and was recertified in 2009. On six occasions he also has served as team leader of the Measuring and Evaluating CPLP work product rater committee.
